Handicappedes situation er ikke nem i Nepal.
Der er ingen offentlig forsørgelse og ingen offentligt drevne institutioner.
Pasningen af den handicappede person påhviler familien.
Derudover er privat drevne institutioner opstået, især i Kathmandu,
med støtte fra udenlandske INGO'er, NGO'er og privatpersoner.
Alle disse institutioner er uden tvivl opstået på baggrund af et
godt hjerte hos initiativtagerne, men derefter arbejder de videre enten som
en forretning eller som frivillige, godgørende og almennyttige. Ikke
at der nødvendigvis er noget galt i at en handicap-institution er drevet
som en forretning med et overskud til ejeren; men man skal bare holde øje
med, hvad institutionens primære formål er.
Himalayan Project er naturligvis, ud over alle vore andre tiltag, nødt til at tilgodese vilkårene for en ellers overset og overflødig gruppe mennesker. Mange af disse handicappede kan udmærket indgå på lige fod med andre i et velfungerende samfund, hvis de bliver hjulpet til uddannelse eller på anden måde; men der vil også være nogle, der er så dårlige, at de ikke vil blive samfundsydende, men også de, skal have tålelige vilkår at leve under.
The situation of disabled persons isn't easy
in Nepal. There doesn't exist public provision or public supported institutions.
The caretaking of the disabled lie with the family.
Furthermore some private run institutions have come intoexistence, especially
in Kathmandu, with support from foreign INGO's, NGO's and persons.
All those institutions has without any doubt resulted from a good heart of the
promoters, but further on they shall be monitored to be sure, that they are
not changing into mere business. Basicly there isn't anything wrong in running
a handicap-institution as a business, as the employed and the persons working
for the institution also have theright of an income, but it shall never be forgotten
what the primary purpose of the institution is.
Of course Himalayan Project also has to consider the situation of this ignored group of people. A lot of those disabled persons can work effectively in a well-functioning society, if we help them on their way with education or by other means. But some will be so poor that they will never support a society, but they shall also have toterable conditions to live with.
